Is that even considered a Vault or would that just be an assisted "Drop"

I'd say it's an assisted drop.

Practice speed vaults on something higher than that. Since this is a new skill you are learning, it is harder to do the lower the object is (making the learning process slower) than it would be normally.

I have seen better examples, but this is the only video that I had in my favourites. The others I don't remember the names of. Here is a speed off of a ledge:
