Find a smaller obstacle that only scares you a little and do it again and again until it doesn't scare you anymore.
Then find another obstacle, still smaller, but bigger than the first. Do the same
Wash, rinse, repeat as necessary.

Slowly conquer you fear, there is no need to face it head on while you are just starting to learn

I suggest doing a safety vault at walking speed first.

Just walk up, plant your opposite and foot on the object, then bring your other leg through.

Do that until the motion is free and easy and you don't have to think about it. Then speed up, practicing it faster and faster until you're going top speed.

Once you've got that, the next step is a side vault, like in my avatar. It's a very natural progression. :)

Good luck!

go outside and figure it out. That's the whole fun in parkour, figuring out for yourself how to overcome obstacles

The nearest town is a mile down the road and even then their aren't  really any railings to practice vaulting

Something as simple as a sawhorse is great for learning vaults, at walking speed like Jennifer said. Or a couch back, for that matter. Lazy over the back of your couch and there's a built-in crash mat  :)
Age is just another obstacle. Get over it.

I must ask how?

Park it sideways and put your hands on the front part where the engine is. It really helped me make sure my legs went up and over the object, because they were going over the rest of the lawnmower for most of the vaults.

Not a bad idea if you don't have a brand new lawnmower

So the drop is seven feet, meaning the ground is three feet beneath the bottom of the four foot rail, right?

No problem. Actually, I'd call that an opportunity.

Do the safety vault at a walk, as I described earlier, and really focus on your landings. You may even want to practice rolling it out. The set-up you describe is perfect for that, and will lead to some really nice flow once you get moving a little faster.

Remember, on your rolls, that you don't want to land, THEN roll. You want to land with your body "too far" forward, more on the balls of your feet, and roll AS you land.

Good luck!

Turn vault your safety out into a cat and then drop sideways and roll parallel to the railing. Or go find a trash can and turn it sideways (upright not so stable). Or a carhood (can be slick). I'd imagine there is a park somewhere nearby with woodchips, what about trees. Tables? etc..

If it's a 7 foot drop, definitely roll out.
