Unlocking GSM Cell Phones

I was wondering if anyone knew anything about the whole unlocking of GSM cell phones. If I were to buy an unlocked quad-band cell phone, that should cover any frequency that tmobile and cingular work on, right? If anyone knows anything about all this, let me know and ill give you the information on the cell phone that i want to get.
