try to look for anywhere where the fence/gate changes height. usually where a gate is on a fence the gate is lower or higher a bit. this gives you a great place to grab onto to help you pull yourself up high enough to simply step over the top (once you get up there)
with no height differences you should just take it slow(er) climb up as usual, and put your hand on the pole in between the spikes. lean forwards to help you keep your balance and swing a leg over. put that leg on the fence and put your other leg over. climb down.
or you can just throw a carpet over it and wallrun up...
