..for the town I believe, it's not actually connected to the school, it's in a park about 500 yards down the street.

ok, that makes sense.
I remember hearing somewhere that it was built so the students would have something fun to do, but was stopped when someone fell.
Apparently alot of parties were held there too.

Yeah, the first person who fell and died was a climber, nothing to do with PK. It is close to two schools, but I don't think they build stuff like that for elementary school kids Smiley
