I'm sure it's been done before, everything pretty much has, though this does sound particularly difficult and like it wouldn't look that good to be honest, lots of different axes of movement there.

Drill a similar movement on the ground level, to make sure you have the physical ability to do it and then once you have done that it's just a case of overcoming your mental anxieties. That being said you definitely want to be careful with this kind of thing and only go for it if you are 100 percent sure you can make the jump. Parkour isn't about drilling a movement until you can get it right, it's about drilling it until you can not get it wrong. Best of luck.

On a bar I've seen people do standing over head height, and myself after warming it up a bit can do standing as has as my nose, and running around head height without a tac, though doing it that high without a tac isn't the most useful thing I'd say, if you can use extra leverage why not use it.

Dive roll? Tac over if there is something before? Or if they are so weak just sprint through them like the juggernaut....just kidding about that last one.
What about the vertical supports for the fence? I'm assuming there are ones, maybe you can do something with those, since they would be stronger, maybe take a picture?

Some stuff was decent but a lot of it seemed like it could use a lot of work, definitely I think you should be working on your strength. Not bad at all though, just you can definitely see there is a lot of room for improvement, but you also definitely have potential. Keep it up

I'd say it would have to be a case of you still not being comfortable with your body fully as far as doing some of the techniques go. Working technique on a small scale, getting it efficient and fast at that level and slowly increase the height/distance and then you'll find that it will probably be easier.
